I ask this since I tried to create this for an hour and I tried but I failed. I am not very good with paint etc. So I FAIL. Thanks in advance! Its a present for my mother since she wants this thing so very bad! And I have not found any on the internet.

I was stuck at the background. I could not get it working.

A Skin? Something to stick on the outside of the PSP??? Er....you're getting something very mixed up here. Further explanation of what you actually want and is required. I'm guessing some sort of theme but beyond that i'm clueless...

Didn't Sony release an official theme maker?
Not sure if it's true but I read something about a PTF theme maker somewhere (though it was ages ago).
As for resizing pictures, use Paint.NET.

a problem though, it's very strict in the file formats it accepts.

Uhm thats my problem, ALL the pics I resized etc. I tried all of it. But it always gave problems. So thats why I request it here so someone can create it which (could possibly) have some experience on making these things since I fail on it.

I don't quite understand what you mean "preview icon when selecting icon" and "preview image when selecting". If you mean the icon and image that appear when "hovering" over a game, that is set by the game itself. To change that, you have to edit the EBOOT (you can do this OK on OFW, it doesn't mess with the signature). For UMDs its not possible. Otherwise, I don't know what you mean.

I agree with the above...The first pic is the wallpaper right? And you want EVERY SINGLE ICON and sub icon to be Omar Rodríguez-López's head?

So what's that last one? As SifJar says that info is contained within each game/homebrew.
