I want to be able to downgrade to 19.1.0 if I want as it's the last clean backup I have. What's the best way to upgrade to 20.x.x without burning fuses?

SysCFW == OFW.
lol... no. CFW is CFW. sys just means, not using emunand.

Yes, booting into syscfw and installing a newer one, will not burn fuses. But you can't access eshop or anything unless you are on the LATEST, and I've heard (not looked into the truth of it) that there are file system incompatibilities between the latest and 19.x, so you won't be able to safely downgrade from there. And in all actuality, downgrading with an old backup CAN get you banned, because your logs on Nintendo's side are probably newer than the logs on your backup.

Booting OFW with a newer firmware, is what will burn fuses. Period.

IMHO, there is zero reason to not keep your sys on latest anyway. You can keep your emunand lower if you need to because of homebrew that hasn't been updated, or whatever...

I need the NAND to load games off as they perform poorly when installed to SD and 20.x.x makes most of my hb very slow.

While SD is usually slower than NAND, if games perform poorly it may mean your particular SD card is slower than optimal. Dunno if 20.x makes homebrew slower, since i'm still on 18.x like a moron.

Depends on your model if you have an unpatched v1 then you can use autoRCM to preserve your fuse. Outside of v1 unpatched fusee get burn when updating sysnand from 19.0.x to 20.x.x.

I actually bought multiple new SDs for this one game [all 100MBps+ in Hekate and hw2test] but it's just that badly optimized lol.

It's a modded OLED model.
Go back to your clean backup, update, make new clean backup, install cfw.
I don't want to install 350+ cartridges again, so hard pass :P

correct me if i'm wrong but downgrading a non fusee-gelee exploited model (cause it doesn't bypass fuse checks) means you brick it across the board (even emundnand) ?

OLED burnt fuse when updated from 19.x.x to 20.x.x
