How to go about creating HD textures for PS1 Games?

I have been playing Resident Evil HD and Dino Crisis with HD textures. I am wondering how this is done? I have tried looking it up online but not finding much info, is it really difficult to do? I have no programming experience, but would love to contribute to the game society and maybe upscale a ps1 game.

I believe it works the same as pcsx2 while using duckstation.
