how to compile retroarch and ra-ss?

First, I don't know much about the subject, so be patient with me.
I would like to edit some ra-ss cores to change background colors and little things. Install decvkitpro and devkitppc as well as the libogc libraries.
I get this error in retroarch, I did it to learn....

I also tried the wiiflow code and it did compile it.
Does anyone know what is wrong with ra and ra-ss?

Wrong version of devkitPPC or libogc most likely. this is the hardest thing in compiling, especially if there's no documentation.
