It's not "activated" because it DOESN'T work.
IIRC there was some work being done on WiFi communication in NO$GBA, but nowhere near being able to play online, Correct me if i'm wrong, but i don't think i am (been out of the loop on no$gba/ NDS-emus for a year now though)
