ROM Hack how do you load pokemon oras on pk 3ds?

this may seem like a dumb question, but how do you load your decrypted rom on pk 3ds. i tried moving my romfd and exefs folders on there and i can't seem to do it. was i suppose to do anything to the rom other than decrypting it?
PLEASE SOMEONE HELP ME.

If you already have a romFS folder and an exeFS folder, you shouldn't need anything else. Just open pk3DS, and when it asks you to select a folder, select the folder containing the romFS and exeFS folders. If you followed this guide, for example, Your folders are probably in the PackHack folder, so select that. When it asks you which game it is, select the ORAS option, and if it asks you to decompress any files, say yes, and you should be able to make any changes you want after that.

i used 3ds lazy does it work like that? also could i convert it to a .cia? i hit yes and it just never loads..
