ROM Hack How do i Mod starters on Pokemon White??

Hey Guys,
I would like to Mod the starters on my Pokemon White Game so i can choose 3 new starters (Baby Pokemon) as this makes more sense so they grow up properly e.g Magby, pichu, azuril etc.

I actually want to mod my game not use pokesav to achieve this...

What i want to know is how can i go about this and what tools are nessasary.
