While playing a game of mario kart: Double Dash!! The speed starts to lower down from 80 to 50. I want it to run faster. How do i do that. I want the speed to be in the 90's.

Actually, it depends on the settings. I have an average GPU and a great CPU and I have trouble running most games. Because it also relies on the GPU. So, depending on his hardware, both a better CPU and GPU.

Lower your emulation resolution, make sure to not use anti-aliasing or other enhancing features. Newer emulators operate on plugin-based emulation. Make sure you have a good plugin, some versions work better than others, and some versions work better than older/newer ones. Ask on the forums for Dolphin, some people have found the best setups.

Also, play with your video plugin. You can sometimes find a way of emulating that works better in one game than it does in another. But these are all to get games working a bit better if they already work well. It's to optimize your emulation. If you're getting, like, really low FPS, your computer just isn't powerful enough for the emulation. Make sure you have the newer/best versions of the emulator as well.

Yes, it has already been demonstrated that settings can have an impact in the thread I linked.

Instead of basing how much impact the GPU could have on Dolphin on how fast your computer with an "average" GPU and a "great" CPU runs it, you should either base it on your knowledge of how software such as emulators making use of Direct3D/Open GL in the way Dolphin does generally work, or if you lack such knowledge do at least two seconds of research.

Spend two seconds pondering how much would reasonably be required of a GPU when all the work is done by the CPU (save for what is needed to output the processed data on the computer monitor for you to see, which is all that the graphics card is tasked with here). Alternatively, spend two seconds googling "Dolphin requirements" and have a look at for example the official homepage.
