I have an average GPU and a great CPU and I have trouble running most games. Because it also relies on the GPU. So, depending on his hardware, both a better CPU and GPU.
Instead of basing how much impact the GPU could have on Dolphin on how fast your computer with an "average" GPU and a "great" CPU runs it, you should either base it on your knowledge of how software such as emulators making use of Direct3D/Open GL in the way Dolphin does generally work, or if you lack such knowledge do at least two seconds of research.
Spend two seconds pondering how much would reasonably be required of a GPU when all the work is done by the CPU (save for what is needed to output the processed data on the computer monitor for you to see, which is all that the graphics card is tasked with here). Alternatively, spend two seconds googling "Dolphin requirements" and have a look at for example
the official homepage.
