Forgive me if this sounds rude. Not my intention. It's just frustration. I don't get it! Why do so many people do this?? Even ignoring the safety test which can't detect all possible problems but will at least tell the user if their 3DS will fully brick if proceeding with uninstalling CFW?!

Okay, let's go: You (or a previous owner) changed console unique data, modified the Home Menu or unbanned the console in the past. Whatever it was, something is not right and the firmware refuses to start.

Your pretty much only option is reinstalling the CFW with https://3ds.hacks.guide/ntrboot – and luckily your R4 clone should be supported [Verify by searching your cart here]. You will need any other DS system that will start the flashcart to flash it into ntrboot mode.
