Depends on what windows version. 95 and under is runnable.

Don't do it.
High end smartphones with incredibly optimized BOCHs run x86/64 operating systems very poorly.
The 3ds is equal to a low end smartphone spec wise and it doesn't have BOCHs/CEMU/VBox or anything to help it handle the process.

The 3DS has DOSBox. And it's not like this is going to be the guy's PC. It's just something cool to show off to your friends.
