Pretty late answer, but you can use Gibbed save editor on both of those games. For BL2, you need to make sure you select "switch' version from the dropdown menu when opening the save. TPS should 'just work'.
Use JKSV or w/e to extract your saves, open them with Gibbed and edit, then put them back into your switch.
