Homebrew help with applying latest patch to fire emblem IF

ok so ive spent AGES trying to patch fe if with the latest patch, but i dont know how and i find the official website from the translators to be too vague.
EDIT: i cant apply dlc either for whatever reason
EDIT 2: the provided patcher works but my 3ds cant read the .cia file for some reason
