The title really explains it; I get that message when I try to boot up rxTools emuNAND. Right now, I am in the process of installing rxTools while having GW emuNAND. I have a 2DS 9.2 sysNAND.

Ask any questions if it helps out on solving my problem.

EDIT: I should have mentioned I am trying to get rxTools in order to coldboot so I already have menuHAX installed on my system.

You must not have the right firmware in the right place, re-download the firmware using the python script, and then place it in the right folder. The firmware in the latest rxtools should go in the rxtools/sys folder for the O3ds.

Okay I did read on something that I have to get the firmware from some file that opens with python. Is this the only solution?

You need to install python ver 2.7. The script(file) you need to run to download the correct firmware file is in the rxtools tools folder. That guys tutorial looks fine.

Okay so I have opened the cdn_firm.py file but it pops up some coding. I do not know if I installed the correct python but I do know I installed python v2.7.

EDIT: nvm it did give me 3 .bin files but which one do I choose:
-0004013800000002
-0004013800000102
-0004013800000202

This error message only appears on 1027 or later rxTools.

You need to:
1) Re-download firmware with the bundled cdn_firm.py
2) Manually download 0004013800000202's CETK
 
If you are using the most up to date nightly build, the script gives you 3 .bin files.
Just use an older one, i ran into the same problem, used an older version and voila!

On the latest nightly you are supposed to copy the entire "firm" directory into the rxTools directory on your SD card.
The latest nightly seems to be broken though, and gets stuck on installing data suite when the firm directory is in the correct location.

The cdn_firm.py in it gives you a single firmware.bin file, that you have to copy to rxTools\sys on the SD card.
 
You downloaded a wrong firmware.bin because your cdn_firm.py is outdated.
You must use the latest cdn_firm.py.
I don't think so. Older versions of cdn_firm.py give a single firmware.bin file, only the latest 3 or so revisions make a directory with those 3 files. I got the same result using the latest nightly (which is broken and doesn't even work once you add the firm files)

Missing CETK?
The latest rxTools User Guide did tell you to download the CETK along with the Firm folder.

I read posts from people reporting that adding the cetk file didn't resolve the issue with rxTools getting stuck on installing data suite, so I didn't bother to try it myself.

Installing data suit freezing has been already resolved for several days.
If you stuck on it, your information is not up to date.
