Buy a new3ds then put CFW on it. If you want to play DS games you are gonna need a DS flash card.
Yeah, buy literally any 3ds you want. You can downgrade any console to 9.2 and do what you want from there whether it be A9LH or Menuhax. You can't play Ds games though, only 3ds.
