http://imouto.my/watching-h264-videos-using-dxva/ Might work for you then

or http://files.nyaatorrents.org/HOW_DID_I_PLAYED_BACK.txt

Edit:
Actually your GPU might be too old.

http://corecodec.com/products/coreavc

Let's those videos play on my netbook.
I'm using Windows XP Professional, will it make a difference?

Well the first link gives a downlaod for DXVA checker, Run it, and compare it to what is shown, else give a screenshot.
CoreAVC should work on anything.
Thanks so much, just downloaded a crack for CoreAVC and then after installing it, I tried running the .mp4 on windows media player and it worked flawlessly, on vlc it still does the same but WMP is good for now, thanks!
You can't pay 9.95$ for it?
I suggest http://mpc-hc.sourceforge.net/ instead of WMP if you want.
LOL, dude, this site is filled with pirates, what'd you expect, lol.
Plus I'm only 14 so I don't have a credit card or anything, and I really hate asking to use my dads credit card because it just seems so wrong -_-. going to try mpc now, thanks again.

SMplayer is lighter than VLC, also free and legal, no crack needed...
SMplayer still uses ffdshow like VLC doesn't it?
Problem is that his computer is too slow to use ffdshow for h264
CoreAVC is a faster way of decoding h264 which is why they get to sell it.
The other suggestion I had was DXVA for anyone else who's interested. It decodes the video with your graphics card.

Yeah, I was going to try DXVA but you said my GPU might be too old so I left it at that and tried the other solution.
