Getting an error while modding my Wii U. FAILED TO OPEN /OTP.BIN FOR WRITING.

I bought a used Wii U and I thoroughly cleaned it. The SD card I am using is barely used. I have the lock turned off but I keep getting an error, Failed to open /otp.bin for writing.

Double check the SD card isn't write locked. In case that doesn't help put a piece of tape over the writelock switch.
