I was able to transfer an account to Canada and get the game. Can still confirm it works on the console with any gamertag too.

Sold one account, and gave my gf another. They seem to be downloading fine.

Although they both had to try to recover the account twice.

First time it'd given them an error.
Second time it recovers the account.

I had that first as well. I changed the site to Canada and then browsed back to that area instead of using a direct link. I eventually got to the page and was able to change it.

I saw a few people trying to sell these on ebay, one guy put a mass listing of 50 accounts for $20 each
needless to say that guy had his account disabled and the rest of the listing were deleted

Whelp my gf's download said "Cannot Download Assassin's Creed 3.". I do have a potential work around and that's to download the GOD on the computer and inject it into a USB HDD, and then have the account do a license transfer to the account.

EDIT: She was able to resume the download.

I was able to transfer my account to United States, and now it is letting me download the game again. Lets hope it uncorrupts it somehow. Download speeds are still being very slow, even though I usually max out at 5 MB/s.

EDIT: Finished downloading, and its all working again :]. Not sure what happened originally. But glad I got it back. Migrating accounts fixed everything for me.
