Hacking GC Games dosen't need a disc in the Drive...normal?

When i start GC Games with USB Loader GX, i can do that without any disc in the drive. Is that normal?

Yes, because DIOS MIOS (and probably Devolution) have NoDisc patches. It's automatically applied if a disc isn't in the drive.
However, be aware that there are certain games that don't work with the patch.
