If i get the ezflash 3 in 1 expansion pack for a supercard ds one will action replay cheats work for the gba games?

I'm pretty sure they will not work unless you're using a slot-1 EZ-V with the 3in1. Otherwise you'll have to hardcode the cheats into the game with a patcher tool of sorts.

So will the GBA ExpLoader work with the supercard ds one running ttmenu (DSTT firmware) using this in slot2?

I don't know about Action Replay cheats but you could always use a trainer. You'd need to patch the ROM but that's easy - and there are really a lot of trainers for GBA ROMs.
