i think the .cia thing are for those who updated the emunand to 10.3.... since new 3ds stays in emunand 9.5, not problem at all

Nope even on 9.0 it happens every few boots, CIA's give a black screen and lock the console.

You can use any version Emunand as long as the Launcher.dat on the root of the SD card supports it. Also I don't use Emunand I use everything on Sysnand because I have a hard mod .
