I actually grabbed it off GBAtemp! Didn't think it was a JPN theme.

edit: Just searched around, and I'm pretty sure that it's a custom theme, and has never been released on the eShop.

Naw man, you just got to be smart about what you download and check it, also running programs in sand boxed mode help with "unsafe" programs.
