Hacking Game Party (PAL)

For some reason i can't get Game Party(PAL) running...
asks for IOS 21, which doesn't seem to be on my Wii.
Should i use wad manager to install IOS21-64-v514.wad ?
I don't know much about this sort of stuff and i don't want to install something on my Wii that's gonna brick it

3.2e with cIOS v10
tried multiple versions of USB Loader.
http://wiki.gbatemp.net/wiki/index.php/USB_Launcher_v1 this page suggests it is working with 1.4 onwards... but not for me?

just use mario party instead its better

Actually i've had a look at the IOS's i've got and i've got all of these installed..
4, 9, 11, 12, 13, 14, 15, 17, 20, 21, 22, 28, 30, 31, 33, 34, 35, 36, 249, 250
i installed 21v514 agan just in case, but that didn't help..
I do play mario party as well, but i'd like to play this one too..
