Is this just a CIA build based on the 3DS one or does it have additional "features"?

Take a picture of your 3ds with ftpony loaded and wifi connected. Also, change winscp language to english, I can't read your error message.
Its the build based on playerb's 3ds version with the freeze fix. I just tidied it up into a CIA with custom banner, id, icon and sound.
If you have to ask, this tool is probably not for you.
But just in case you want to know, it's a hacking tool for My Little Pony.

I have noticed guys using the ftpony.cia file on the home screen wont work, it just errors out with connection problems, it only works for me flawless using it with the Gateway menu. Also I would imagine you need an excellent upload speed on your connection to run ftpony.3ds! I run 30000Kbps Upload stream so it transfers very quick and efficient but if you have a not got a very good upload speed side of your connection your going to suffer using this tool so I really suggest not to use it and just transfer your .cia files via the sd card method, it will be a much quicker option to take.

no... You are doing a local connection so no real upload speed tests are going to do you any good.
Having a good router and strong wifi signal would be beneficial though.
I've got 4xGigaports on my router and my latop has a Dual-Band ac wifi dongle up to 1500Mbps connection rate with full signal all the time but it does not transfer at those sorts of speeds, no where near, the .cia file only transfers at my max upload speed rate of 3Mb/s.
It's probably the 3DS's Wi-Fi adapter. I'm sure it only does what it needs to get the job done.
Don't get me wrong I'm not complaining about the ftpony app. its a fantastic app for the 3ds scene but really your as quick just copy and pasting your .cia file to your sd card because you have to take your sd card out your 3ds and put it back in your pc to then change the GW launcher back from the xorpads launcher on it for emunand to work again so while your at it you might as well put your .cia file on your sd card and slot it back into your 3ds and save all the transfer time. Of course its still very cool so I don't want to put a damper on it!

It works well for small stuff. I don't really mess with full-game installations because I see no actual point in them at the time being, but game updates and addon content are usually small enough to work well with this program.
I have GW emunand 9.2 and installed ftpony via cia (though it looks like snes blarg). I installed the cia with bbb tile manager. Its really glitchy and unstable, Sometimes I can't connect, and when I can, I can't upload or download files. I use filezilla on my windows 7x64 to connect if that matters. Also I am having trouble closing the app, home button does nothing most times, and I have to power off anyway. Maybe this is cause its a bad cia file, I don't know. but It would be so helpful if I could edit the saves and move things without powering off the 3ds to remove the sd card every time I want to edit a file.
I don't suppose it makes like a system log so that such problems can be like resolved in the source code?

There was a comparison of the number of Ibuprofen poisonings before and after they limited the maximum dosage per box or per pill (i'll look that up). No limit on the number of boxes you can still buy as many as you want, so people argued it was pointless.

Here we have ketoprofen that used to be prescription-only because of the risk of toxic dosages, but then they halved the dose per pill and sell them in bottles of six pills apiece instead of twenty and it doesn't need a prescription any more. Yes you can buy more than one bottle but people simply don't.
