So... someone just ported Zeebo's Resident Evil 4 to the 3DS.Everybody would probably love RE4 on the 3ds. Is it technically feasible? Sure! If the Zeebo can play RE4, I'm sure the 3ds could. The problem is that we don't have existing source code to port. Without a decomp/engine reimplementation the best you can do is a ground up remake/demake, which historically have been average at best on the console.
A better idea would be to try to develop your own original horror game (either on the 3ds, or an easier dev platform). That way you can determine a more achievable scope than remaking a veritable masterpiece from the ground up. If you don't have a PC, but do have an android phone, maybe check out Godot engine? It wouldn't work on the 3ds, but it could be a good place to start with game programming and design.
