Hacking freeshop games

If I have two 3DS and I have downloaded some games with freeshop can I just play these games from the another 3DS too?
Or do I have to redownload/reinstall games?

Also, what about save games? Is it possible to transfer them easily from one 3DS to another?

You have to download/reinstall the games, as long as both consoles are hacked with CFW.

Use JKSM to transfer saves between consoles.

You can transfer the exported save files, and inject them on another console running the same title.

You have to download/install the titles on every single 3DS you want to play them on. The encryption used to read the games is console unique.
