nope they goto SYSNAND. (otherwise part of the Emunand Issues with em wouldnt be a problem),

GBA games install to SD, only the save goes to the agbsave partition of nand while the game is running (it is copied from/to SD just before and after the game runs)

The issue you are mentioning is unrelated, and caused by the lack of emunand patches for the GBA-mode (and DS/i) kernel

I have a private ROM collection on Google Drive (an account created from my local community college with unlimited storage). It would be great if if FBI or some other app could connect to it.

That would be a great freeShop alternative for me...

Good old dropbox (before 2013 or so) could work, since it had direct links - for pretty much any other host you would need a way to generate one (which is probably what "free premium links" and jdownloader do, but they aren't suitable for generating them in advance)...

why dont we just make a free shop alternative that instead of using the eshop connects to a google drive or a server
allowing users to publish cia files and also allowing them to download them like aptoide an app for android that does the samething

yeah and I doubt that "oops I left the drive link public to everyone" is going to work
but seriously you can find a cia of basically any 3ds game somewhere
the only stuff I've tried to find and FAILED are either updates (and I keep my old 3ds ctr'd to Japan for this exact reason) or StreetPass Mii Plaza DLC. (There's a pack of six out there, but not all of them.)
