Hello !, which are the best tools to create a game like "Pokemon"?

I want to do in .3DSX format and .CIA

What knowledge do I need to develop homebrew?

After years of watching people attempt to make pokemon homebrews, all have failed. Not a good idea. The scope of those games is far greater than most realize.
Make shooter, platform, or puzzle games.
 
Building off of what zoogie said, start off small. If you're really new, 'hello world' is great. If not, try pong. And build from there.
 
Another idea... If you want a "homebrew" you can create a GB/C/A rom hack and then inject it into a VC and compile a CIA (Not sure if it's 100% legal since some of the ROM will have Nintendo's code) but I personally don't see anything wrong with it if it'd be uploaded here ;p

I don't think it's a good idea. Of course you can post something like this on that ISO site, but on gbatemp? Nah, forget about it.

I don't think it's a good idea.

I guess there are other sites to post it to... But I personally am a fan of Pokerom hacks and would love to see some cool ones playable as a CIA on my 3DS. That's just me though. Maybe if you only upload the files you made and provide a tutorial on how to dump personal carts to ROMs and then inject your files to that ROM and convert to CIA (or just to play it on a HB emulator) I don't see anything wrong.

There's also a ROM hacking community here and I think if you go the route of doing a ROM hack you could start there.
 
A romhack could be uploaded as a patch with only the modified files in it, but the whole rom is a big no-no. GBATemp prohibits roms, especially GBA ones.

You can write your homebrews basically in:
C/C++ - Using devkitpro+devkitarm+libctru
Lua - Using ctruLua, lpp-3ds or LovePotion

(there where also js interpreters on work from @MasterFeizz and from @filfat if i'm not wrong but they're not released yet).

Anyway to write such a complex homebrew you'll probably need months (or years) of experience.
You can also try to make a game with RPG Maker 2000 or RPG Maker 2003 and then you'll be able to play it on 3DS using EasyRPG.
 
My js interpreter will take a couple of weeks to be useful.
To be honest, do it in RPG Maker 2000 or RPG Maker 2003 because that's where you will see more progress and less likely to give up.

Nobody uses ctruLua..... LPP-3DS and LovePotion for the win!
