Fill in the serial number but replace CEH for CW.
For example if your serial number is CEH100064852 you have to fill in CW100064852.
I checked this with my own 3DS, it says: "You are a Nintendo 3DS Ambassador!"

It's quite worrying. I bought my 3DS and received it on 30th June. I instantly updated over the internet and then registered and accessed the Nintendo eShop. Then I downloaded the Pokédex 3D, then Nintendo Video sometime in the first week of August. I should be registered, but I hate not knowing.
Mine is a UK CEM serial number model.
