it's not the Ban Code but seems to be related to a Mismatch between NNID Region and Emu/Sys NAND Region. change your System's Region to match your NNID and it should go away.

My SysNand is European, and my EmuNand is American. But I want to be able to use eShop with the region of my EmuNand, is this possible?
