Yeah, the seed file itself doesn't change but something else does

But the seed in moveable.sed post transfer cannot be the same seed as the original system, can it? Nintendo has to give you a new one. Because AFAIK moveable.sed changes every time a format or transfer is done

And the movable.sed changed where again? The donor system, or the target system?

It should change once on the target system if it's the first time you transferred, (it receives the donor system's old movable.sed)

Ah alright, unfortunately it's likely it just received the donor system's movable.sed which is typical of a system transfer, the donor system will likely have the same LocalFriendCodeSeed in the movable.sed when trying to transfer again, but with the last few bytes a bit different than before.

You can try another system transfer but I wouldn't be surprised if it's how it seems like it's been working, and doesn't actually update the LocalFriendCodeSeed bit of movable.sed after system transfer

Not too sure about the eshop ban myself, haven't been looking at solutions to it since I never received it (I don't think? last time I checked I didn't, my 3DS has been off for a while, didn't check eshop yet again since I never even use it, only checked to see if I got the ban), I'm not the best person to ask
