Hacking dump from IOs249 (Cios v14)

I want dump the IOS 249 (Cios rev 14)

The problem is ,I can't dump it and the wad creator make an error ret 1017

Then i have take the Waadmaker but this Tool can't find any .app files

have everyone a idea ?

You can't. neither that or homebrew channel can be wads, they're coded to not be packed to wads, that's why both come with an installer.

wait, why cant the HBC be a wad? is it just something team twiizers did, or is my HBC.wad not real and magically installs and removes the HBC from my wii without a problem?

That's false, the HackMii Installer contains the HBC wad and cIOS has an installer because distributing the wad would be illegal.
You can pack both wads without issues, but I think that the HBC tmd is customized for each Wii when it's installed, to prevent distribution of the wad.
