I don't know if it exists much outside of France. Here we can buy workbooks for kids to practice while the summer break... It is somehow common, though I never had one.

I'd pretty much agree about it being pretty much as you said. My first reading of the title was Vacation Workbook for Adults which I suppose isn't too far off.
