Segmenting markets like this creates more problems than it does good. I agree that in the case of Europe it might be a little hard but games should at least get a simultaneous Japanese English translation during the development process of the game.
I'm no expert on distribution of games throughout Europe, but if possible, releasing American version games to English speaking countries simultaneously too would be nice. Though I guess that would only cause further uproar in the remaining countries.
There are some recent efforts being made where Japanese games are being translated during the creation process, however this is far from common yet. I suppose once a good system for this is in place they can start thinking of also including European languages in this process. After all, translating from English isn't that hard.
I might eventually find myself working in this field in the future as demand will be growing and I'm currently studying Japanese without any clear goals on what to to achieve with it.
