Hacking Downgraded new 3ds. Can not reset back to factory.

So I bought a system on ebay used. It had 9.9.0.26u on it. I downgraded it to 9.2.0.20U.
I can not format system memory or unlock the Nintendo ID on there.
Everything I try to format system memory it wants to connect to the internet.
Will this auto upgrade my system 11.3 by doing so?
Is there a way around this. How can i get this back to factory settings?
help would be appreciated.

You can safely connect to the internet at that step. To untie NNID you must connect to nintendo servers. If you don't the system won't be able to register a new nnid.
