Hacking dol to ISO

there seems to be something I'm not getting. I opened the hbc iso with wiiscrubber, replaced main.dol with any region changer then pressed scrub and it saved it. Shouldn't that work?

Yep, or use the Backup Disk 1.31 (gay fish) .iso instead
