, is this normal? and how do you fix it?

Sadly it is normal and the audio issue applies to practically everything except movies and PSX games(you can boost volumes). There are only a few legit fixes, one of which is to find a pair of headphones which allow you to boost the volume and of course you could just hook the PSP up to a Stereo, TV, Surround Sound system, etc.

However let's just go with what you really want, an actual fix. If your console is modded then you can download the Audio Boost plugin which is actually one of the PSP scenes recommended plugins. Download this and your issue just fades away... oops hey look it's gone!

What kind of memory card problems would that be? I might be able to help, though I am heading to bed now so feel free to reply if you'd like and I'll see if I can help later.
