Hacking Does formatting a system upgrade the firmware?

When formatting a 3DS with System Settings, does the firmware get updated to the newest version? I'm a bit paranoid, since it seems to want to connect to the Internet for this.

That seems odd, considering the general advice for getting rid of a downloaded update is to format the system.

Edit: Oh, they added that requirement at some point. I suppose that makes sense.

I guess nintendo did that to screw users in case a new exploit would come in 7.x +. I think the only way to get rid on the nag if you have it is to let the 3DS download a new update when there is one by putting it in sleep mode for a few seconds then cutting Wifi before the download end anf after that deleting internet settings and desabling Wifi so the download can never ends.
