Sorry if this isn't the place to ask, but I was wondering if ROMs I put on my flash card would be able to connect to WiFi? Phantasy Star 0 is one of the big reasons for me getting a flash card and I'll be sad if I can only connect to WiFi with an actual cart.

To bluntly answer the question, yes you can. I have a rom image of Phantasy Star Zero on my Supercard DS One and can play it online. As long as you have a modern flashcart, you should have no issues playing it online. In regards to PSZ however, I recommend having a flashcart with RTS (Real-Time Saving) support. Perfect for if you don't have enough time to fully complete an area as you can suspend your game then resume it later.
