I might be wrong but wasn't the only thing that changed from 9.9 to 10.0 something to do with icons so why wouldn't a 9.9 exploit work on 10.0

No, some vulns were patched but they were all proved useless.

Reading all the thread, I have a question/speculation about R5 and rom hacks, I dunno but I have the feeling that only the rom hacks will run if you insert or load the cartridge/digital copy. Which is great for translation projects and fans of undue games.

Lol yeah, but I meant you have to buy the game first, and not just download it from the internet and put it on you SD Card

Well, yes. Currently, there is no way to run .cia's above 9.2, so yes. Or, you could use a Sky3DS.
