Yes, and no. It's possible, but not feasible. Since devkitPro is just a slightly modified GCC toolchain with a handful of tools for converting ELFs to nds/3dsx/etc, you could build it for ARM linux as a cross-compile using the Android NDK. However, you'd need a good terminal application or an app built specifically for creating homebrew to utilize it with ease.
