devKitPro for Android?

    You have the Android SDK so what's the point.

    Not that. Like, to write 3ds programs.

    Yes, and no. It's possible, but not feasible. Since devkitPro is just a slightly modified GCC toolchain with a handful of tools for converting ELFs to nds/3dsx/etc, you could build it for ARM linux as a cross-compile using the Android NDK. However, you'd need a good terminal application or an app built specifically for creating homebrew to utilize it with ease.
