Can someone explain what this means for a non hacker idiot?
its an important piece of code needed for things like freeshop

edit: it tells the system what code(s) is valid for different processors

trustzone == native_firm's process9 on 3ds. (or iosu on wiiu).

Of course, this tweet means just having the trustzone code, not control of it. But it's an important step that should make execution a little closer to reality.
