if you are below 11.3 you can install cfw using https://3ds.guide. if you are on 11.3 though all you need is homebrew to use the themes

Here's a theme I made a while ago:

Wavy Luma3DS (Theme)


Design and Sound Effects were made by me
Music is by Shtiffles (on Newgrounds)
Click on the preview to go to the page.

I worked hard on it, specially on the design. I used Inkscape to make the background images, and I got the music from Newgrounds (Shtiffles - Nine Twelve). The music loop took me a while to make, and I hope there are no sharp cuts on the music.
Hope you enjoy it =)

The theme must have been removed from the site because the administrator must have considered it adult theme.

Weird.. i can't see the rest of my signature, it is suppsoed to show a spoiler of my theme filter right below my 3dsthem signature and now its gone
@Ryumaru I cant see yours too, i only see 3dsthem signature on your signature
