If you're using headphones hooked to the TV then you shouldn't, use a dac converter for the audio or a receiver.

That's because the Cathode Ray Tube might be using way too much energy.

Or it might be because the CRT it's not vacuum sealed properly so you're hearing the humidity of the environment getting zapped.

Or you need to grease up the Cathode sucker that connects the tube to the beam.

The ringing sound they make really hurts my ears. I used to play on a C64 with a CRT. I'm surprised I didn't mind the noise. Now I can't stand it. I don't like CRTs for that reason.
It's the vibration of the caps you heard. You can fix that by just using clear paint ovr them. Old trick and cheap and effective.
