Hacking Copying data from old SD CARD to new SD CARD not working

My old sd card has all my homebrew apps on it, and games. Now I got a new one, and it is recognizable by the 3ds, however if I simply copy and paste the files onto the root of the new sd card to make it look exactly the same as the old sd card, doesn't do anything.

None of the apps or games pull up on the 3ds.

Am I missing something? How do I fix this?

Did you format the new SD card correctly? Format is FAT32, 32kb cluster.
Yes the sd card wasn't working with the 3ds before even though it was FAT32, so I followed the 3ds.guide to format it - https://3ds.hacks.guide/godmode9-usage

Now while the 3ds is able to recognize it and show me how many blocks are available, no apps nothing show up.

I always clone the sd cards (from smaller to larger sd card). After the cloning process I reallocate the free space with the easus partition tool. Never had any problems with it.
