OP, you just suck at grounding. Make sure you're making TIGHT CONNECTION with PIN 10, on the RIGHT joycon rail. Use a flashlight and look in the rail. It'll be the pin furthest from the front of the console. Make sure you're not using a coated paperclip or a non conductive one. Make sure you're firmly touching the CENTER screw on the right rail.
If you do all this and you still can't boot into RCM, your switch is borked and you might be Jesus.
