Does anyone where to find complete lists of current and past consoles? Wikipedia does have one, but I don't think these are really that complete. I'm not sure though.

Gamefaqs/Giantbomb/Gamespot aren't 100% complete but combined are close to it. This site seems to have the majority of games too.

Wikipedia usually has the "most" complete list for console games. The only time the lists on Wikipedia might not be "complete" complete is for older consoles that have a lot of unlicensed games and such.
But many don't consider unlicensed games generally speaking as being part of a library

Well for example, on the NES, there were a ton of games that were mass produced but weren't approved or licensed by Nintendo, I know Sachen was a company that used to mass produce a lot of unlicensed games like Minesweeper clones, various gambling games, solitaire and stuff like that. Tengen was another, as well, they used to release a couple unlicensed ports.

Anyway I would probably start with http://datomatic.no-intro.org/ and things like it on similar systems ( http://abgx360.xecuter.com/verified.php is probably not complete but it is a good effort)

Wikipedia is not the worst but they do have some failings in some of the less popular stuff (I remember seeing the lack of shmups for the 360 when I was researching https://gbatemp.net/threads/ps3-and-360-exclusives-a-discussion.360416/ and the 360 had a load of them).

On unlicensed I sense most people there only do it to retain some sanity, especially on older systems for which the concept of licensing meant nothing -- look at something like the C64, Amiga, Atari, Spectrum, BBC micro... Technically they might have all been home computers but then again so was the PS2 and PS3 if you look at import laws and positions companies took (Sony quite famously touting their linux/otheros support for the PS2 and PS3 as home computers for import and tax reasons) and it makes about as much sense to truly call them home computers now. For sanity I guess I could agree but licensed or not means so very little for things as old as the GBA (the list above has some great unlicensed games) or Dreamcast (various things have technically been licensed over the years, including somewhat recently). On the flip side how would you set about officially licensed things for Android? With that said I find sanity to be overrated.
