Hardware Circle pad is slow when pressing up

When I press up on my circle pad, it takes a quarter of a second to get to straight up. this effects gameplay drastically. I don't know what to do. the last thing I want to do is opening the thing up and sorting it out like that. proof () thanks in advance.
