yes. however using the mkey site to generate the master reset and just disabling parental controls will work too
... except if you read the main post, they can't do this due to the Nintendo Network ID being for a child's account, which prevents you from disabling parental controls entirely.

no, I'm saying what they need to do to remove parental controls without formatting or anything like that......... if you downgrade system settings (mset) below 7.0 (before the introduction of NNIDs for 3DS) you can remove any parental controls regardless of the birthdate on the NNID

this will not downgrade system settings. you need to get a cia of it for 6.x or 4.x.

Yes, but that's not the problem. I can get the master key by answering my own security question. The problem is you cannot disable Parental Controls on an 11.x system that is linked to a child's Nintendo ID, even if you know the PIN, master key or security question

no it will only let them change the pin, not remove the settings.
i removed parental controls with my pin.

downgrade settings -> unlink -> upgrade settings -> ??? -> profit???
