BigBlueMenu is devmen basically ( the CTR-SDK app).
Go with BBM for a cleaner, easier to navigate interface or go with FBI for more features and versitility.
BBM is more beginner friendly, FBI is more advanced and a little more dangerous.

You really can't go wrong with either. Just be careful about installing things to NAND. 3ds games should always install to SD and should be safe.
