I've been seeing people with CFW switching to using 3dsx homebrew over CIA homebrew because they're worried they'll get banned. However, this won't get you banned and only causes more problems. How I know it won't get you banned is because I use Themely (CIA) all the time and I have yet to be banned. (Who knows, the banwave may be over.) How it causes more problems has multiple reasons.
1. With Rosalina and the new Homebrew Launcher, target titles are no longer supported and attempting to launch something like a save manager gives the following error:
2. With 3dsx homebrew, you can't install CIAs, and since I know a lot of you enjoy your piracy, this means you can't pirate games.
Please, STOP WORRYING ABOUT USING CIA HOMEBREW. It's safe.

This homebrew exploit does not have support for launching applications under target titles. Please use a different exploit.

3. It makes absolutely no sense to run 3dsx homebrew that already exists in CIA format when you have CFW.This point is factually wrong, applications can be installed just fine if at least 1 of the following is true:
- The title that hosts the 3dsx already has permission to install titles (access to a certain service provided by the AM driver)
- An arm11 exploit is used to temporarily add said permission
- The CFW allows all apps to access to all services (Corbenik/Luma have this option)
Please, STOP WORRYING ABOUT USING CIA HOMEBREW. It's safe.
